A Lipped Casement window is when the sash, the moving part of the window has a lip that slightly overlaps the frame.

Designed in the 1950s, this window was to be more weathertight than its predecessor the Flush Casement. But nowadays as modern technology has moved forward both Flush and Lipped casements are equally weathertight. It is more down to your own personal preference which style you choose.
